Dr Marilise Smurthwaite is the College Proctor. The role of the Proctor has an ethical, pastoral and disciplinary dimension. The Proctor chairs the Senate Ethics Committee which deals with the ethical clearance application by students or staff intending to conduct research on human subjects, and any other substantive issue affecting the operation of ethical conduct in the College.
The Proctor may be consulted where relevant by staff or students in respect of issues relating to ethical dilemmas, student discipline, and related issues. The Proctor advises on and adjudicates all disciplinary matters (affecting student conduct as defined in rules governing this in the Prospectus, as well other forms of academic misconduct as defined in the Student and Staff Guides). Appeals against the findings/sanctions of the disciplinary committee are also directed to the Proctor.
In the case of such a disciplinary matter arising: all such matters are referred to the Proctor who leads the investigation into the allegation of misconduct and determines if there is a case determines who shall be charged, what the charge shall be, what investigations should be carried out and what evidence shall be obtained. If the need arises, the Proctor may determine the terms of reference for such a tribunal in relation to its membership.
The Proctor has the power to establish an investigative tribunal of academics to conduct any investigation in terms of the conditions affecting disciplinary meetings in which student misconduct is the subject. The Proctor chairs this tribunal and ensures that all proceedings are conducted with due regard to the dignity of the human person, to the principles of Catholic Social Thought and the College value system. The Proctor ensures that the proceedings and sanctions are consistent, fair, and just.
